The Opportunity
PUNCH Consulting Engineers is seeking an experienced Resident Engineer (RE) to lead the on-site resident engineering team on Project Opera, a landmark €150m mixed-use development in Limerick city. This is a high-profile public project of regional and national significance, involving the redevelopment of a 3.7acre citycentre site within Limerick’s Georgian Quarter. The successful candidate will take a key role in the oversight and delivery of multiple construction contracts, ensuring works are executed to the highest technical, safety, and quality standards. The role is offered on an initial 18 month full-time contract, commencing at the successful candidate’s earliest availability.

Project Opera proposes the complete redevelopment of an existing city block, delivering new commercial, civic, and public‑realm infrastructure, including offices, a city library, an apart‑hotel, a public plaza, underground parking, and the refurbishment of protected heritage structures.
Key Responsibilities of the Role
- Assist in liaising with the employer’s representative, contractor, client and all major stakeholders
- Organise and maintain adequate site supervision at all times during construction works
- Maintain a comprehensive site diary, recording detailed construction activities and significant site events
- Ensure that accurate and complete site records are kept, including reports, diaries, correspondence, and photographic records (hard and soft copy), and made available for inspection by authorised personnel
- Review and report on contractor payment applications against verified work completed
- Ensure all contractor design submissions and variations to the Works Requirements are reviewed, approved, and fully documented prior to execution
- Monitor construction progress against the approved programme and report any delays or risks
- Ensure compliance with the conditions set out in all relevant permits, licences, and statutory approvals
- Assess contractor submissions, including method statements, for compliance with the Works Requirements, and liaise closely with the Employer’s Representative
- Verify that Temporary Traffic Management Plans and construction phasing are implemented as agreed with the Client and relevant stakeholders
- Prepare draft responses and supporting information for the Employer’s Representative in relation to claims for additional payment or extensions of time
- Provide regular reports on contractor payment requests and value engineering proposals
- Carry out any functions or powers delegated by the Employer’s Representative under the construction contract
- Liaise with and support the Employer’s Representative throughout the construction and defects periods, providing site data, surveys, and photographic records as required
- Assist with the administration of the construction contract, including correspondence and contractual records
- Maintain records relating to delays, industrial disputes, adverse ground conditions, and disputes involving subcontractors, landowners, pier users, or local businesses
- Attend and contribute to Construction Stage Monitoring Meetings, including taking minutes where required and preparing reports in advance summarising progress, expenditure, resources, defects, and outstanding issues
- Ensure effective communication with all site supervisory staff on matters affecting their work
- Maintain continuous awareness of the duties and responsibilities of contractors and others under Safety, Health and Welfare at Work legislation
- Liaise with statutory undertakers, stakeholders, and landowners as required
- Provide information to support the Employer’s Representative in preparation for conciliation or arbitration proceedings, and participate in such hearings where necessary
- Contribute to the development and ongoing review of the Construction Risk Register
Mandatory
- Degree in Engineering or construction management
- Experience in civil engineering works
