Following the successful delivery of Phase 1 of the Property Acquisition and Repair Programme, where PUNCH Consulting Engineers played a key role, Phase 2 commenced under the direction of Govanhill Housing Association. This initiative was carried out in collaboration with the Scottish Government and Glasgow City Council.
Phase 2 focused on the South-West area of Govanhill, a locality marked by significant physical, social, economic, and environmental challenges. This part of the neighbourhood is characterised by a concentration of pre-1919 tenemental properties within the private sector, substandard housing conditions, a high proportion of privately rented accommodation, overcrowding, and a richly diverse population representing over 50 ethnic groups, including a notable number of new EU economic migrants.
Building on the work undertaken during Phase 1, which targeted seven tenement blocks, Phase 2 aimed to deliver comprehensive improvements across six additional blocks. The area has also been formally designated an Enhanced Enforcement Area (EEA), granting Glasgow City Council expanded authority to address poor housing conditions and regulate the private rental sector more effectively.
The scope of the Phase 2 repair contract includes extensive external and internal works:
• Stonework restoration across all elevations
• Complete roof replacement
• Common close upgrades, incorporating stairwell strengthening
• Internal structural alterations, expertly designed and detailed by PUNCH, involving the removal of existing masonry walls and replacement with structural beams. Temporary supports were carefully implemented to maintain building stability throughout construction.
This programme is a strategic intervention aimed at enhancing living conditions and long-term sustainability within one of Glasgow’s most challenged urban districts.
